The monthly meeting of the Kentucky Council of the Blind Board of Directors was held via conference call on Monday, June 20, 2016. President Deb Lewis called the meeting to order at 8:05 PM eastern time. Answering the roll call were Deb Lewis, Joey Couch, Deb Trevino, Rick Boggess, Carla Ruschival, Bill Deatherage, Amanda Selm, Debbie Deatherage, Elaine Weisbard, “Cisco” Slusher, Natalie Beyers, Bill Wright, Gerry Slusher, Bill Roberts, Frank Campbell and Josh Gentry (replacing Michelle Haycraft as Guide Dog Users representative.) Lisa McKeown checked in late. Shirley Stivers was absent. Guest Adam Ruschival was also present.

President Deb Lewis called for reading the May 16 board meeting minutes and summary. Since copies were distributed in advance, Debbie Deatherage made a motion to dispense with their reading and for approval (with the number change suggested by Carla Ruschival.) The motion was seconded by Bill Deatherage and unanimously approved.

Treasurer’s Report

Treasurer Carla Ruschival presented her report for May. Elaine Weisbard made a motion to approve the treasurer’s report. The motion was seconded by “Cisco” Slusher and unanimously approved.

Chapter Reports

Eastern Kentucky Christian Council: Frank Campbell reported the chapter picnic will be from 3-7 PM on July 23 at shelter 1 in Perry Park in Hazard.

Northern Kentucky Council: Gerry Slusher reported that approximately 28 people attended the chapter picnic on May 30. June activities have included a clothing drive at Madison Avenue Christian Church and preparing Crab Ragoon at Amerasia on June 11. The Greenway Trail activity was postponed due to recent flooding and schedule conflicts for the musicians. “Cisco” signed up a team to support the e-Racers with a $25 chapter donation. They have also received several additional personal donations. In response to a question from Gerry, Carla Ruschival reported that online donations will probably be accepted until late July. However, donations after early July will not be reflected in totals reported at the ACB convention.

Greater Louisville Council: Debbie Deatherage reported that 16 members dined out at the Cottage Inn on June 18. Attendance at the Friday night GLCB Roundabouts is very good. There will not be Roundabouts on July 1 and 8 due to the ACB national convention. Several members participated in a meeting with TARC representatives to discuss concerns related to fixed route and TARC3. Those with concerns should phone in complaints since not many have been received.

Tri-State Library Users Group: The chapter will have a conference call meeting at 8 PM on June 21. Sue Ellen Melo has arranged a special program with Lynne Raimondo, author of the Mark Angelotti crime novels.

Guide Dog Users of Kentucky: Josh Gentry indicated he was unable to participate in the last conference call meeting. Last month members met at North End Cafe for a meal since weather forced cancellation of their walk in the United Crescent Hills Ministries neighborhood. Members plan to walk around the neighborhood after the GLCB Roundabout dinner on June 24.

Support Alliance of the Visually Impaired: Bill Roberts reported that 15 members and three guest attended the chapter’s June 14 meeting. Members listened to a recorded presentation by a diabetes educator and enjoyed a presentation by member Birdie Coleman about her experiences at the McDowell Center. Members also discussed ideas for upcoming activities. The owner of Elder Pipeline has pledged to purchase two bowling rails for the chapter.

KCB Next Generation: Amanda Selm indicated they were unable to have their phone conference call meeting on June 12 due to lack of a quorum. Weather forced cancellation of their May picnic. They hope to reschedule it after Labor Day. During the call members shared TARC3 concerns with Amanda Selm who participated in a meeting with TARC officials on June 13.

Committees

PR/Membership: Rick Boggess reported the committee met on June 1. The meeting was devoted to discussing the June newsletter and calendar and webpage updates. Carla Ruschival reported the newsletter is at the printer and should be mailed next Wednesday. The next newsletter will be scheduled for August. Four chapters are featured in the June newsletter and three will be featured in August. The committee will not meet in July due to the ACB convention. The next meeting will take place on August 3.

Old Business

Joey Couch pointed out that preregistration for the ACB convention closes June 22.

Adam Ruschival asked if KCB has sent a thank you to the Downtown Louisville Lions Club for its contribution. Carla Ruschival responded that a thank you has not been sent and asked Rick Boggess to send a thank you letter.

New Business

As follow-up to earlier discussion about the meeting with officials from TARC, Deb Trevino questioned whether or not complaints are being registered in the system since she has submitted two complaints with no response. Carla Ruschival suggested this issue should be taken up by the GLCB Advocacy committee to develop a systematic approach for documenting complaints. Debbie Deatherage encouraged members to call her with TARC complaints.

Carla Ruschival made a motion that KCB donate $500 to support the KCB e-Racers in the ACB Walk. Rick Boggess seconded the motion which was unanimously approved.

Announcements and Adjournment

Joey Couch reminded members about the $200 stipend available to those planning to attend the ACB convention. To be eligible members must attend the Sunday night or Friday session plus one other morning session.

Carla Ruschival informed the board that this week’s Sound Prints contains an exhaustive list of convention sessions which will be broadcast on ACB radio. In addition to blindness related presentations, there will be presentations from Microsoft, Google, Uber and more. Sessions may be accessed on the web at www.acbradio.org, by phone at 605-475-8130 or using the ACB Link app. Sessions will also be replayed and archived on the website and available as podcast feeds on the ACB events feed.

Rick Boggess made a motion to adjourn. The motion was seconded by Natalie Beyers and unanimously approved. The meeting adjourned at 8:47 PM.
